Pally, a tough, dedicated Boston cop (Kiefer Sutherland) teams up with his small-time crook stepbrother, Ray (Anthony LaPaglia) to become owners of a racehorse wanted by the mob.When Ray convinces him to join a money-making scheme, purchasing a racehorse with a lucrative payoff potential, Pally ends up with more than he bargained for, especially after Ray recruits Tony Mosca to be his jockey. In debt to the mob for compulsive gambling, jockeying for a winning stallion is his only ticket out. Unfortunately, the stallion catches the eye of the mob boss, who reposesses it as payment for Tony's outstanding debts. The brothers, who take on the mob, know that in the world they're playing in, survival is a long shot, but when someone threatens their own dream, all bets are off.
