In its heyday, the New York borough of Long Beach was a tourist haven labelled 'the city by the sea'. But now it's a derelict zone riddled with drug addicts and criminals. Raised in Long Beach, detective Vincent La Marca (De Niro) long fled his crumbling hometown for Manhattan.
